Though several Pennsylvania localities have passed resolutions decriminalizing the possession of cannabis, statewide cannabis reform measures have failed repeatedly. In order to further motivate the state government to proceed with cannabis reform, the Philadelphia City Council has mounted an initiative on the municipal ballot.
The initiative would have “the citizens of Philadelphia call upon the Pennsylvania General Assembly and the Governor to pass legislation that will decriminalize, regulate, and tax the use, and sale to adults aged 21 years or older, of cannabis for non-medical purposes.”
While approval by Pennsylvania’s most major city’s voting public would not itself result in modifications to state statute, it would implore lawmakers to respond.
