Money and social justice are the two most powerful arguments circulating in favor of cannabis legalization, from the number of people who’d be freed from the criminal justice system to the amount of business activity waiting to be unleashed. But which rationale has more traction? Which one might the Biden administration base any federal action on? And how do both of them figure into the future of a legal market?
