Catalonia has a permissive relationship to the growth and consumption of Cannabis, with semi-legal cannabis clubs operating within the law to cater for society’s demand for the plant. However, this permissiveness has left the door open for exploitation. Criminals have infiltrated the industry, ramping up productivity and quantity of the cannabis farms, which are only supposed to cater for local consumers, to export the product en masse across the whole of Europe. Violent crime has proliferated across the region as a result.
Despite these issues, Catalonia is still an outlier in Europe’s cannabis legislation debate, and many believe that its progressive politics could pave the way for more wholesale changes in drug legalisation.
The film analyses the reasons for Catalonia’s new role as Europe’s leading cannabis producer and exporter by investigating the various conflicting viewpoints of the industry’s main players – The cannabis farmers and exporters, Barcelona’s cannabis associations, local activists decrying drug related issues in their communities, and the regional police tasked with reversing the trend of spiralling violence.
